Very-low-sulfur fuel oil commands the largest share of the bunker fuel market, capturing approximately 41.8% of value in 2025. Its dominance is a durable consequence of the 2020 sulfur cap. It satisfies global limits without capital investment, and refinery blending capacity has caught up with demand.
